Candidate's Statement: I would like to volunteer my time for the benefit of Sigma Xi. I have always valued my membership. I am a lifetime member and served on the Board of Directors in the past (as Mid-Atlantic Regional Director and as Comprehensive Colleges and Universities Constituency director). My present position at NSF keeps me quite busy, but I do have the time to help with the nominations process. I interact with many individuals who could be likely nominees for President-elect or Treasurer.

Present Position:
1998-2000; 2001-present: Program Director, Division of Research on Learning in Formal and Informal Settings, National Science Foundation. I review education proposals submitted to the National Science Foundation, recommend proposals for funding, and manage awards for their duration. I work with several programs at NSF: Discovery Research K-12, Advanced Technology Education (co-lead), Climate Change Education Partnerships (co-lead), Science and Technology Centers, and Information Technology Experiences for Students and Teachers. Former programs I have worked with include Academies for Young Scientists, International Polar Year, Instructional Materials Development, Biocomplexity in the Environment, Centers for Teaching and Learning, and Teacher Professional Continuum. I also serve on NSF's working groups for Environmental Research and Education and for the Basic Research to Enable Agricultural Development (BREAD) program.

Candidate's Statement: I am standing for election to serve as the Mid-Atlantic Region representative on Sigma Xi's Committee on Nominations because I strongly believe that an organization's officers have a major impact on the direction of the organization. I want to help to ensure that those who stand for election to the offices of President-elect and Treasurer offer the membership of Sigma Xi a legitimate choice between qualified candidates. As a career academic (30+ years) I have considerable experience vetting individuals for a wide variety of positions that range from undergraduate scholarship recipients to university presidents and officers in international organizations. I hope to use that experience to the benefit of all members of Sigma Xi.

Candidate's Statement: I received my Sigma Xi nomination 37 years ago. It was one of my first honors and one that I have taken very seriously over the decades. It has been my great pleasure to nominate numerous students and colleagues to this prestigious organization and one I will continue to respect and serve locally until I leave this profession. I have decades of experience in several service societies and I hope that experience will help in the nomination process you are seeking assistance with. I believe I have a good grasp of the leadership qualifications that are needed to serve this society and would be greatly honored to serve on this committee in this capacity. Biographical Information: James E. Smith received his Bachelor of Science and Master of Science degrees in Aerospace Engineering and Doctor of Philosophy degree in Mechanical Engineering from West Virginia University (WVU), Morgantown, West Virginia, USA in 1972, 1974, and 1984, respectively. He is currently the Director of the Center for Industrial Research Applications (CIRA) at West Virginia University, where he is also a Professor in the Mechanical and Aerospace Engineering (MAE) Department. He has taught at the University since 1976, before which he was a Research Engineer for the Department of Energy (DOE). He was the 2009 SAE International President and Chairman of the Board of Directors which afforded the opportunity to travel to the mobility centers of the world.

During his 40-plus-year engineering career, he has been the principal and/or co-principal investigator for various projects funded by federal agencies (Tank-Automotive Armaments Command (TACOM), Department of Defense (DOD), HEW, Department of Transportation (DOT), US Navy, Defense Advanced Research Projects Agency (DARPA), and Department of Energy (DOE)), international corporations, and numerous US corporations. The work in these projects has resulted in the publication of 172 conference papers and 60 journal or bound transaction papers. This work has resulted in the granting of 32 United States Patents and numerous foreign patents on mechanical and energy-related devices.

Dr. Smith is a member of American Institute of Aeronautics and Astronautics (AIAA), Society of Automotive Engineers (FSAE) International, American Society of Mechanical Engineers (FASME), International Society for Computers and Applications (ISCA), American Society for Engineering Education (ASEE), Institution of Mechanical Engineers (FIMechE), and International Society for Instrumentation Engineers (SPIE).
