Welcome to the proceedings for Sigma Xi’s 2003 Forum, Science & Engineering: Keys to International Understanding. Individuals from 18 different countries participated in this meeting on November 12-13, 2003 at the Hyatt Regency Los Angeles at Macy’s Plaza in conjunction with the Society’s Annual Meeting. The participants ranged from high-level leaders for international and national scientific organizations to young, practicing researchers and students. Sigma Xi president Peter Raven opened the meeting on Wednesday afternoon, and it closed on Thursday evening with the John P. McGovern Science and Society Lecture, delivered this year by Nobel laureate Norman Borlaug.

The six plenary talks and twelve concurrent sessions addressed the themes of scientific outreach of global organizations, regional efforts and scientific development, and scientific capacity and collaboration with Mexico. The Forum brought the Packard International Science Networking Initiative, sponsored by the David and Lucile Packard Foundation, to a close.
