8-Point Motion for Annual Dues 1999-2000 (FY2000)
Each year the Assembly of Delegates considers a motion from the Board of Directors for the dues and fees for the year beginning next July 1. This motion from the Board contains 8 parts or items and is referred to as "the eight-point motion" because the motion has 8 points, yet is traditionally voted on by the Assembly as a single motion. This enables the Assembly to set the dues and fees in a single vote, rather than voting separately on each of the 8 points.
The eight-point motion contains the proposed dues for each class of Sigma Xi membership (regular, student, emeritus, etc.), the initiate and promotion fees, and the travel subvention that will be paid for delegates to attend the next annual meeting.
The eight-point motion to be considered by the 1998 Assembly is indicated below and contains no increases except that annual dues for regular and life members, and the amount returned to chapters from each affiliated member, shall be increased by the cost of living index for 1998 rounded to the nearest dollar. This motion is essentially identical, except for the year affected, to the motion approved for the current year by the November 1997 Assembly.
Eight-point Motion for FY2000
8-point motion relative to dues for 1999-2000:
- In accordance with Bylaw IV, Section 1 A (i), Sigma Xi establishes its basic annual dues for FY2000 (year ending 30 June 2000) at the rate for FY99 ($48.00 as approved by the November 1997 Assembly of Delegates) increased by the cost of living index (CPI) for 1998 rounded to the nearest dollar. In accordance with Bylaw IV, Section 1 A (ii), Members or Associate Members who are full-time degree-seeking students at an institution of higher education may request dues equal to $20.00 for FY2000.
- From each payment of annual dues collected at the full rate for FY2000 from Members and Associate Members affiliated with a chapter, $7.57 plus the CPI for 1998 will be distributed to the chapters as follows: one-quarter to be distributed to provide an equal amount (uniform increment) for each chapter, and three-quarters to the chapters to provide an equal amount per member (per capita increment).
- In accordance with Bylaw IV, Section 1 C (i), the initial fee for each newly elected Member or Associate Member during FY2000 is $7.50 plus the dues rate* approved by the November 1998 Assembly of Delegates for FY2000 in point #1 above. Also any chapter electing to have reduced initial fees must do so for all its initiates in that fiscal year.
* Any chapter may elect to reduce the initial fee of initiates who pay annual dues at the full rate by an amount equal to the Local Support allocation (point #2 above) with the provision that no Local Support for that initiate will be paid to the chapter with which that initiate is active during the first fiscal year following election.
- The promotion fee for each promoted Member (from active Associate Member status) during FY2000 is $7.50. Associate Members who are not active, shall also be required to pay one year's annual dues as a condition of promotion.
- In cases where two members of the same household are active in the Society, and pay annual dues at the full rate and only one copy of American Scientist is requested, a reduction equal to one-half of the annual dues of that individual not to receive copies of American Scientist is made in the combined annual dues for FY2000 if both renewal notices are paid and returned together.
- In accordance with Bylaw IV, Section 1 (B), the Life Membership Fee per Member or Associate Member is $1,025 (as approved by the November 1997 Assembly of Delegates) increased by the cost of living index (CPI) for 1998 rounded to the nearest dollar.
The Life Membership Fee may be paid in a first installment of 40% of the total fee and two further installments of 30% of the total fee each, provided the installments are received in successive fiscal years. In case of default in payments, Sigma Xi will refund to the individual the amount paid less an amount equal to the annual dues which would have been paid in the period covered.
- Each chapter desiring to sponsor emeritus members will submit, prior to 30 November 1998, a list of individuals to be so classified, with the requirement that, for each name appearing on its list, that chapter will pay to Headquarters one-half the current annual dues for Members and Associate Members. Chapters will similarly notify Headquarters by 30 November 1998 of the individuals whose regular dues for 1999-2000 will be paid by the chapter.
- Subvention paid for travel to the 1999 Annual Meeting by one delegate from each chapter in good standing shall be by the most economic means practicable and shall not exceed the round-trip coach fare on any scheduled airline between the airport nearest the home of the delegate and the site of the Annual Meeting. It shall not in any case exceed the cheapest air coach fare from the farthest point in North America (including Hawaii).
Travel subvention should not be withheld for a delegate from a chapter that meets all requirements for good standing except for the requirement of Bylaw III, 1 B (c).
