Additional Comments: Sigma Xi has an important opportunity to provide a voice for science and engineering in the national debate on science policy in the United States. U. S. policy for technology development, support for research and the relationship between the public sector and the scientific enterprise are all undergoing fundamental change. The scientific and engineering communities are unprepared to deal with the pace and magnitude of the change underway. Sigma Xi can help: it has a large and distinguished membership, chapters in every part of the country; strong involvement in science, math and engineering education; strong involvement in high-technology industry; the Sigma Xi Center; a national magazine and experience in organizing fora and meetings where discussion and exchange can clarify and develop issues. Raising the scientific literacy of the national debate will require an integrated effort involving other scientific and engineering societies, universities, industry, state government and federal actors in the executive branch and in Congress. Sigma Xi through its chapters could make a strong grass-roots contribution to this effort. Scientists and engineers feel a special stewardship responsibility for the enterprise that has provided so much personal satisfaction. We fulfill that responsibility when we join together to work to ensure the future of the enterprise by providing decision makers with an appropriate appreciation of the value of science to our national life.

Additional Comments: A 3% annual decline in membership threatens Sigma Xiâs continued viability. As Regional Director I will promote a membership plan parallel to the one I developed as head of a university program which also had suffered from enrollment decline. Within two years this plan tripled enrollment.
