Dr. William F. Koch is an independent consultant and President of WFK Consulting, LLC, with expertise in government, non-profit, and academic scientific laboratory research and development, specializing in chemical metrology, analytical chemistry, quality assurance, reference standards and reference materials. He also is an adjunct professor in Chemistry and a student advisor in the STEM Transfer Student Success Initiative at Montgomery College in Maryland. In addition, Dr. Koch is a lead assessor for ISO/IEC 17025 laboratory accreditation with internationally-recognized Accreditation Bodies.

In 2011 he retired as the Chief Metrology Officer for the United States Pharmacopeia. Serving as a corporate officer and a member of the Senior Management Group, Dr. Koch led USP's metrology initiatives, and was responsible for the organization's world-wide research and development laboratories, and the production and testing of USP reference materials. Prior to joining USP in 2007, Dr. Koch served for 32 years in the U.S. Dept. of Commerce, retiring as the Deputy Director of the Chemical Science and Technology Laboratory at the National Institute of Standards and Technology (NIST) and a member of the U.S. Senior Executive Service. His scientific research interests included pH, electrolytic conductivity, ion selective electrodes, chromatography, and standards for in vitro diagnostics, clinical chemistry, pharmaceuticals, environment and energy. 

Dr. Koch received his B.S. in chemistry at Loyola University of Chicago, and a Ph.D. at Iowa State University. He received the R&D 100 Award for Conductance Cell Design in 1988 and was awarded the Department of Commerce Silver Medal in 2002. He is a Fellow of the National Academy of Clinical Biochemistry, served as President of the Clinical and Laboratory Standards Institute and as a member of the Governing Board of the Council for Chemical Research, and the Board of Directors of the American National Standards Institute (ANSI). He serves on the Committee of Distinguished Advisors for the Department of Chemistry and Biochemistry at the University of Maryland, College Park. He is the co-founder of the Joint Committee for Traceability in Laboratory Medicine under the auspices of the International Bureau of Weights and Measures (BIPM). Dr. Koch has authored over 90 scientific publications, had direct involvement in the certification of over 75 NIST Standard Reference Materials and has lectured extensively, both domestically and internationally.
