U.S. National Science Foundation (NSF) Growing Research Access for Nationally Transformative Equity and Diversity (GRANTED)
The National Science Foundation (NSF) seeks to encourage nationally transformative ideas and scalable models to strengthen the Nation’s research enterprise, particularly at emerging research and minority-serving institutions. Broadly defined, the research enterprise includes human capital, practices and processes related to research development, research administration, technology transfer and commercialization, corporate relation/public-private partnerships, research integrity, compliance and security, research policy, student research training, and research leadership. In the past several decades, the complexity of managing externally funded activities has increased significantly. The recent pandemic has exacerbated this issue through increased attrition of research enterprise professionals and additional budget constraints. Insufficient resources hinder institutional ability to develop and manage externally funded projects, reducing the opportunity to fully realize the outcomes from creativity present in all the Nation’s institutions of higher education and their partners. U.S. National Science Foundation (NSF) Communications, Circuits, and Sensing-Systems (CCSS)
The Communications, Circuits, and Sensing-Systems (CCSS) Program supports innovative research in circuit and system hardware and signal processing techniques. CCSS also supports system and network architectures for communications and sensing to enable the next-generation cyber-physical systems (CPS) that leverage computation, communication, and sensing integrated with physical domains. CCSS invests in micro- and nano-electromechanical systems (MEMS/NEMS), physical, chemical, and biological sensing systems, neurotechnologies, and communication & sensing circuits and systems. The goal is to create new complex and hybrid systems ranging from nano- to macro-scale with innovative engineering principles and solutions for a variety of applications including but not limited to healthcare, medicine, environmental and biological monitoring, communications, disaster mitigation, homeland security, intelligent transportation, manufacturing, energy, and smart buildings. CCSS encourages research proposals based on emerging technologies and applications for communications and sensing such as high-speed communications of terabits per second and beyond, sensing and imaging covering microwave to terahertz frequencies, personalized health monitoring and assistance, secured wireless connectivity and sensing for the Internet of Things, and dynamic-data-enabled autonomous systems through real-time sensing and learning. U.S. Department of Transportation (DOT) Federal Motor Carrier Safety Administration (FMCSA) FY2023 Commercial Driver's License Program Implementation (CDLPI)
The CDLPI program objective is to provide financial assistance to States and other eligible entities to improve the national CDL program. The national CDL program focuses on the concept that each driver has only one driving record and only one licensing document, commonly referred to as "One Driver — One License — One Record." Further, the national CDL program requires States to conduct knowledge and skills testing before issuing a Commercial Learner’s Permit (CLP) and/or CDL; to maintain a complete and accurate driver history record for anyone who obtains a CLP and/or CDL; and to impose driver disqualifications, as appropriate. U.S. Department of Commerce (DOC) National Oceanic and Atmospheric Administration (NOAA) Building Capacity for Environmental Literacy
The purpose of this Notice of Funding Opportunity (NOFO) is to build capacity for environmental literacy in support of National Oceanic and Atmospheric Administration (NOAA) mission goals through a cooperative agreement with a non-profit organization. In order to further the efforts of the external community that supports NOAA’s environmental literacy-related priorities, NOAA is seeking a partnership with a nonprofit organization with a mission of environmental education and/or conservation to work with NOAA to implement formal and informal education efforts, outreach, and professional development in support of environmental literacy and STEM education aligned with NOAA’s mission. The successful applicant will be supported through a 5-year cooperative agreement with NOAA and should have significant experience supporting environmental literacy, as well as capacity to convene meetings and workshops, manage small scale grants, and support program evaluation. Experience facilitating partnerships, developing education and outreach materials, and implementing educator professional development is also preferred. Specific activities will be determined collaboratively with NOAA and will further the efforts of the external community to build environmental literacy through informal and formal education. The funded award will support NOAA's mission in the areas of ocean, coastal, Great Lakes, weather, and climate sciences and stewardship. U.S. Department of Justice (DOJ) National Institute of Justice (NIJ) FY23 Research and Evaluation of Services for Victims of Crime
In collaboration with the Office for Victims of Crime (OVC), NIJ seeks applications for rigorous research and evaluation projects in three topical areas: 1) evaluation of programs that provide services for victims of crime; 2) research on supporting victims of community violence; and 3) financial costs of crime victimization. Applicants must submit proposals that address one of the three topic areas. NIJ will give special consideration to proposals with methods that include meaningful engagement with the people with lived experience of the subject of study, including but not limited to, justice practitioners, community members, crime victims, service providers, and individuals who have experienced justice system involvement. Applicants are encouraged to propose multidisciplinary research teams to build on the complementary strengths of different methods and areas of subject matter expertise. U.S. Department of Education (USDA) National Institute of Food and Agriculture (NIFA) Organic Agriculture Research and Extension Initiative
The Organic Agriculture Research and Extension Initiative (OREI) seeks to solve critical organic agriculture issues, priorities, or problems through the integration of research, education, and extension activities. The purpose of this program is to fund projects that will enhance the ability of producers and processors who have already adopted organic standards to grow and market high quality organic agricultural products. Priority concerns include biological, physical, and social sciences, including economics. The OREI is particularly interested in projects that emphasize research, education and outreach that assist farmers and ranchers with whole farm planning by delivering practical research-based information. Projects should plan to deliver applied production information to producers. Fieldwork must be done on certified organic land or on land in transition to organic certification, as appropriate to project goals and objectives. U.S. Department of Justice (DOJ) National Institute of Justice (NIJ) FY23 Research and Development in Forensic Science for Criminal Justice Purposes
With this solicitation, NIJ seeks proposals for rigorous basic or applied research and development projects. An NIJ forensic science research and development grant supports a discrete, specified, circumscribed project that will increase the body of knowledge to guide and inform forensic science policy and practice; or lead to the production of useful material(s), device(s), system(s), or method(s) that have the potential for forensic application. The intent of this program is to direct the findings of basic scientific research; foster research and development in broader scientific fields applicable to forensic science; and support ongoing forensic science research toward the development of highly-discriminating, accurate, reliable, cost-effective, and rapid methods for the identification, analysis, and interpretation of forensic evidence for criminal justice purposes. Projects should address the challenges and needs of the forensic science community, including but not limited to priorities outlined in the NIJ Forensic Science Strategic Research Plan and operational needs identified at NIJ’s TWG meetings, which may be found on NIJ.OJP.gov. Additional research needs of the forensic science community can be found at the Organization of Scientific Area Committees website. U.S. National Science Foundation (NSF) Centers of Research Excellence in Science and Technology Postdoctoral Research Program (CREST)
The Centers of Research Excellence in Science and Technology (CREST) program provides support to enhance the research capabilities of minority-serving institutions (MSIs) through the establishment of centers that effectively integrate education and research. CREST promotes the development of new knowledge, enhancements of the research productivity of individual faculty, and an expanded presence of students who are members of groups underrepresented in science, technology, engineering, and mathematics (STEM) disciplines. The CREST Postdoctoral Research Program (CREST-PRP) awards are part of the overarching CREST program and provide two years of support for research experience and training for early career scientists at active CREST Centers. The goal of the CREST-PRP awards is to increase the workforce presence of individuals from groups underrepresented in STEM fields. CREST-PRP awards recognize investigators with significant potential and provide them with research experiences that broaden perspectives, facilitate interdisciplinary interactions, and prepare CREST-PRP scholars for positions of leadership within the scientific community. Postdoctoral scholars conduct research on topics aligned with the research focus of the host CREST Center. The awards are also designed to provide active mentoring to the postdoctoral scholars by the scientific mentor who, in turn, will benefit from the incorporation of these talented scientists into their research groups. U.S. Department of Health and Human Services (HHS) Administration for Children and Families – IOAS/OTIP (ACF) Human Trafficking Youth Prevention Education (HTYPE) Demonstration Program
The Office on Trafficking in Persons (OTIP) within the Administration for Children and Families (ACF) is announcing funds for the Human Trafficking Youth Prevention Education (HTYPE) Demonstration Program. The goal of the HTYPE Demonstration Program is to fund local educational agencies (LEA) to develop and implement programs to prevent human trafficking victimization through the provision of skills-based human trafficking training and education for school staff and students as specified in the Frederick Douglass Trafficking Victims Prevention and Protection Reauthorization Act of 2018. The LEA must work in partnership with a nonprofit or nongovernmental organization (NGO) to provide all aspects of human trafficking prevention education to students and school staff. The LEA will consult with local law enforcement in the development of the HTSSP, specifically to address the safety, security, and well-being of staff and students and to define the proper and effective role of school staff in responding to potential and confirmed cases of human trafficking, including notifying and engaging parents, guardians, or caregivers, as appropriate. The Office of Energy Efficiency and Renewable Energy (EERE) is issuing Funding Opportunity Announcement (FOA) DE-FOA-0002920 on behalf of the Hydrogen and Fuel Cell Technologies Office (HFTO), which coordinates hydrogen activities with offices across DOE as described in the DOE Hydrogen Program Plan. U.S. National Science Foundation (NSF) IUSE/Professional Formation of Engineers: Revolutionizing Engineering Departments (RED)
Revolutionizing Engineering Departments (hereinafter referred to as RED) is designed to build upon previous efforts in engineering education research. Specifically, previous and ongoing evaluations of the NSF Engineering Education and Centers Division program and its predecessors, as well as those related programs in the Directorate for STEM Education, have shown that prior investments have significantly improved the first year of engineering students’ experiences, incorporating engineering material, active learning approaches, design instruction, and a broad introduction to professional skills and a sense of professional practice – giving students an idea of what it means to become an engineer. Similarly, the senior year has seen notable change through capstone design experiences, which ask students to synthesize the technical knowledge, skills, and abilities they have gained with professional capacities, using reflective judgment to make decisions and communicate these effectively. However, this ideal of the senior year has not yet been fully realized, because many of the competencies required in capstone design, or required of professional engineers, are only partially introduced in the first year and not carried forward with significant emphasis through the sophomore and junior years. U.S. Department of Health and Human Services (HHS) Administration of Children and Families (ACF) Domestic Victims of Human Trafficking Services and Outreach (DVHT-SO) Program
The goal of the DVHT-SO Program is to fund organizations that will build, expand, and sustain organizational and local capacity to deliver services to domestic victims of severe forms of human trafficking as defined by the Trafficking Victims Protection Act (TVPA) of 2000, as amended through victim outreach, identification, case management, direct services, assistance, and referrals. Under the DVHT-SO Program, the following activities are required: 1) comprehensive case management and services to adults and children who have experienced human trafficking; and 2) outreach to increase identification of adults and children who have experienced sex and labor trafficking. The DVHT-SO Program is informed by a whole-family approach that focuses equally and intentionally on services and opportunities for individuals who have experienced human trafficking and their immediate family members living within their households. OTIP encourages community partnerships, meaningful engagement of individuals who have experienced human trafficking, and hiring qualified professionals from the communities being served under the DVHT-SO Program. Recipients will undergo a 12-month project implementation period to establish partnerships, on-board new staff, and develop a victim service protocol and a sustainability plan. Clients must receive direct services and assistance through the DVHT-SO Program during the 12-month project implementation period. In addition, there is a statutorily mandated 25 percent match (cash or in-kind) requirement for each budget period. U.S. Department of Health and Human Services (HHS) National Institutes of Health (NIH) NIAID Investigator Initiated Program Project Applications
The proposed programs should address scientific areas relevant to the NIAID mission including: biology and pathogenesis of infectious microbes, including HIV; host-microbe interactions; mechanisms regulating immune system development and function across the lifespan, and in response to infectious pathogens; immune dysfunction resulting in allergy, asthma, autoimmunity, immunodeficiency, or transplant rejection; and translational research to develop vaccines, therapeutics, and diagnostics to prevent and treat infectious and immune-mediated diseases. U.S. National Science Foundation (NSF) Pathways to Enable Open-Source Ecosystems (POSE)
The Pathways to Enable Open-Source Ecosystems (POSE) program aims to harness the power of open-source development for the creation of new technology solutions to problems of national and societal importance. Many NSF-funded projects result in publicly accessible, modifiable, and distributable open-source products, including software, hardware, models, specifications, programming languages, or data platforms, that catalyze further innovation. In some cases, an open-source product that shows potential for wide adoption forms the basis for a self-sustaining open-source ecosystem (OSE) that comprises a leadership team; a managing organization with a well-defined governance structure and distributed development model; a cohesive community of external intellectual content developers; and a broad base of users across academia, industry, and government. The overarching vision of POSE is that proactive and intentional formation of managing organizations will ensure a broader and more diverse adoption of open-source products; increased coordination of external intellectual content developer contributions; and a more focused route to technologies with broad societal impact. Toward this end, the POSE program supports the formation of new OSE managing organizations based on an existing open-source product or class of products, whereby each organization is responsible for the creation and management of processes and infrastructure needed for the efficient and secure development and maintenance of an OSE. Eligibility is limited to state and local governments; institutions of higher education; state educational agencies and local school districts; U.S.-based commercial organizations, including small businesses, with strong capabilities in scientific or engineering research or education and a passion for innovation; and nonprofit, non-academic organizations such as independent museums, observatories, research laboratories, professional societies and similar organizations located in the U.S. Award Ceiling: $1,500,000.

The purpose of this funding opportunity announcement is to encourage collaborations between the life and physical sciences that: 1) apply a multidisciplinary bioengineering approach to the solution of a biomedical problem; and 2) integrate, optimize, validate, translate, or otherwise accelerate the adoption of promising tools, methods, and techniques for a specific research or clinical problem in basic, translational, or clinical science and practice. An application may propose design-directed, developmental, discovery-driven, or hypothesis-driven research and is appropriate for small teams applying an integrative approach to increase our understanding of and solve problems in biological, clinical, or translational science.
